Can you send in a sample of your book to a publisher BEFORE its actually finished? - how many words in usually in a chapter of a book

I know that the process takes place age group, with many versions.

Most editors I've found authors wanted for the first time they have completed the manuscript. Who really is no reason to trust his word after you are done, and have no time to study the possibility of something that grows to lose, had not materialized. Especially that 25% of them.
